On 14 July 1988, François Mitterrand announced the construction and development of one of the most modern libraries in the world. Completed in 1995, it opened its doors and its pages to the public on 20 December 1996.

A new bridge, the Simone de Beauvoir footbridge connects the BNF François Mitterrand Park Bercy Bercy stadium straddling the Seine.

BNF consists of four towers arranged in a rectangle around an in-ground backyard. These four towers are in the image of four open books. They were designed by the architect Dominique Perrault. They have evocative names like "Tour of figures," "Tower of Time," "Tour des Lois" and "Tower of Letters."
